As Shams Charania notes, the deal has a team option, and there's an agreement that it will be declined and "renegotiated" next summer.
The Warriors came up with this offer over the last 24 hours, as the threat from Kuminga's camp to just take the qualifying offer and then leave as a free agent next summer for nothing in return, was not a result that Golden State wanted. The Warriors will now begin exploring trades when Kuminga becomes eligible on January 15th, and he is onside with that.
Kuminga had made it clear during the summer that he would prefer to move on from the Warriors, as he hasn't always seen eye-to-eye with head coach Steve Kerr on his role with the team. He was even benched for some games last season, and had a minimal role in the playoffs until Steph Curry got injured, and Kuminga was able to step in and flourish for a few games.
Neverthess, sign-and-trades were considered over the summer, but the Warriors weren't happy with the potential returns being offered by the Sacramento Kings and Phoenix Suns.
